Scottish Government's Public Sector Reform Plans Criticized for Prioritizing Cuts

London, United Kingdom Aug 29, 2026 ALN: Scottish ministers have been accused of prioritising cuts while “sabotaging” lifeline public services in a scathing assessment of planned efficiency savings.

The Scottish Government intends to save around £500 million annually through efficiency savings and a 0.5% annual workforce reduction in the public sector, with independent estimates suggesting up to 20,000 jobs could be axed.

GMB Scotland has now warned essential services are being put at “significant risk”.

The union accepted that public services in Scotland required reform but warned that “successive rounds of savings will not produce services that are fit for the future”.

The warning comes amid continuing pressure across public services, with councils grappling with budget constraints, NHS boards facing significant financial challenges and vacancies remaining stubbornly high in parts of the health and social care sector.

“The proposed £500 million annual efficiency target and 0.5% annual workforce reduction target should therefore be treated with significant caution,” the report warned, adding that public service workers were already facing increased workloads and persistent vacancies.

“If the Scottish Government is serious about reform, it must provide the financial stability, long-term planning and investment necessary to allow services to improve.

“Otherwise, there is a significant risk that public sector reform becomes a further programme of cuts under a different name rather than the transformation Scotland’s communities and workers require.”

A report produced by the leading trade union warns that the Scottish Government’s reform strategy, overseen by Ivan McKee, did not demonstrate that recurring efficiencies can be made while maintaining the quality and accessibility of services.

The GMB Scotland report states: “A programme built around predetermined savings and workforce reduction risks reproducing the same pressures that have weakened services over recent years rather than creating the conditions required for meaningful reform.

Instead of starting with a decision made on how much money must be removed from public services, ministers have been urged to undertake a whole-system assessment of the services Scotland needs, the pressures they face and the investment required to improve outcomes.

Mr McKee, the Cabinet Secretary for Public Service Reform, has been tasked with an annual cost reduction of around £1 billion by 2029-30, which includes cutting corporate function spending by 20% over five years.

Ministers are seeking to curb spending as Scotland faces a projected £4.7 billion gap between funding and spending commitments by the end of the decade, prompting a drive for recurring savings across the public sector.

Keir Greenaway, senior organiser of GMB Scotland, said: “How can any process of genuine reform begin with a big, flashing savings target?

This is only about cutting costs not improving services and to suggest otherwise only insults the intelligence of those using these crucial services and the workers delivering them.

“More cuts on top of all the others does not promise reform or anything like it. They only promise fewer staff, less resource and weaker services.”

He added: “Genuine reform does not start from a figure that needs to be saved but from a clear-eyed assessment of what services are needed and how best to deliver them.

“That demands a serious engagement with staff and service users to establish where there are pressures and plot a path to better outcomes.

“That process may lead to efficiency savings, but it will definitely lead to better designed services, earlier intervention, and greater productivity. That, not this, is what genuine reform should look like.”

The Scottish Fiscal Commission (SFC) has said the budget for next year will have to be “exceptionally tight”, with ministers facing a reduction of £720 million to the Scottish Government’s funding.

Public Service Reform Secretary Ivan McKee said: “Our public service reform focuses on delivering the things that matter most to people, such as easier access to the NHS and more efficient services. We are rewiring the system to ensure they are high quality, efficient and sustainable for generations to come by tackling duplication, sharing services across organisations and making better use of data, digital tools and the public estates.

“No one who uses or works in public services would say they are as streamlined or seamless as they should be and we want every pound of investment to make the greatest impact.

“It requires significant change at local and national level and partnership across public bodies, local government, the third sector, businesses and communities. We will continue to engage with union partners as reform only works if the workforce helps shape it.
