The inaugural residential sales in Hong Kong's Northern Metropolis reveal sluggish demand, raising concerns about the area's future as a tech hub.

[HONG KONG] Hong Kong’s ambitious plan to create a technology hub near the mainland Chinese border faces an early test after the first residential sales in its Northern Metropolis got off to a middling start, highlighting the hurdles to turning the area into a new economic engine.

The tepid response to a new home launch in the far-flung development, which authorities hope to transform into a residential and high-tech hub for 2.5 million people, follows a drop in the city’s home sales in July. This decline in sales is reflective of broader trends in the Hong Kong property market, which has been grappling with various challenges, including economic uncertainty, rising interest rates, and a general cooling of demand following years of skyrocketing prices.

The Northern Metropolis project is not just a real estate development; it is part of a larger strategic vision by the Hong Kong government to enhance the city’s competitiveness and economic resilience. The project is positioned as a cornerstone of Hong Kong’s future, aiming to alleviate the city's chronic housing shortage while simultaneously fostering innovation and technology. However, the initial lukewarm reception from potential buyers raises questions about the feasibility of these ambitious plans.

Analysts suggest that the relatively high selling prices in the hinterland area could weigh on buyer interest ahead of other launches in that area. Wheelock Properties is selling the first batch of homes at its Park Silicon project in Kwu Tung in Northern Metropolis, at an average price of more than HK$17,000 (US$2,167) per square foot. This pricing strategy has drawn comparisons to developments in more urban areas such as West Kowloon, indicating that developers may be banking on the appeal of the tech hub to justify the premium pricing.

On the debut day of sales, Wheelock sold 56 of the 100 apartments on offer on August 16, a figure that, while not insubstantial, suggests a cautious approach from buyers. The initial sales figures indicate that while there is some interest, the market may not yet be ready to fully embrace the vision of a vibrant new urban center in the Northern Metropolis.

A lot is at stake in the multibillion-dollar Northern Metropolis project, which spans roughly one-third of Hong Kong’s territory and covers a long-overlooked region bordering Shenzhen. This geographical positioning is significant, as Shenzhen is one of China's most dynamic technology hubs, known for its rapid growth and innovation. By creating a direct link between Hong Kong and Shenzhen, the Northern Metropolis aims to leverage the strengths of both cities, fostering an environment conducive to technological advancement and economic collaboration.

Authorities aim to transform the rural frontier of fish ponds, farmland, and villages into a tech area filled with cutting-edge labs and startups. This transformation is not merely about building new homes but rather about creating an ecosystem that nurtures innovation and attracts talent. The plan includes the establishment of research and development centers, incubators, and spaces for tech companies to thrive. However, the success of such initiatives hinges on the ability to attract a critical mass of residents and businesses to the area.

First introduced in 2021 as a solution to the city’s housing shortage, the development is also intended to deepen Hong Kong’s physical and economic links with mainland China. The push for integration with the mainland is a key aspect of the project, as it aligns with broader national goals of enhancing regional connectivity and economic collaboration. However, this integration comes with its own set of challenges, including navigating the complexities of differing regulatory environments and market dynamics.

Home prices at Northern Metropolis will ultimately depend on whether it can succeed in attracting enough residents, jobs, and cross-border activity to absorb its large housing pipeline, said Kathy Chan, an analyst at Morningstar. The ability to generate demand for housing in the area will be critical, as the project is designed to accommodate a significant influx of new residents. If the housing supply outpaces demand, it could lead to downward pressure on prices, further complicating the financial viability of the project.

Moreover, the Northern Metropolis initiative faces competition from other development projects in Hong Kong and neighboring regions. As cities across Asia continue to develop their own technology hubs, Hong Kong must find ways to differentiate itself and offer unique advantages to attract both businesses and residents. This includes not only competitive pricing but also quality of life factors such as infrastructure, public services, and recreational amenities.
