Cabinet Approves Changes to Job Recruitment Process and Migrant Workers Rules

Shillong, India Aug 27, 2026 ALN: The state cabinet met today and decided on measures to amend the job recruitment process as well as institute changes to the Migrant Workers Rules.

Briefing reporters after the meeting, Chief Minister Conrad K Sangma stated that the state government had previously removed interviews for Group D posts based on recommendations from the Union Public Service Commission (UPSC) and the state reforms commission. The cabinet has now decided to remove interviews from certain Group C posts as well.

This change applies to non-technical posts. Certain technical posts under Group C will still require interviews, and the Personnel Department will clarify which positions fall under technical and non-technical categories. This distinction is crucial as it aims to streamline the recruitment process while ensuring that technical roles, which often require specialized skills and knowledge, maintain a rigorous selection process.

The Chief Minister added that, as the procedure requires amendments in various service rules, the government is allowing four months to complete the administrative process. This decision will take effect from January 1, 2027, meaning that any appointments issued after that date will not include interviews for Group C non-technical posts. The rationale behind this decision is to make the recruitment process more efficient and transparent, reducing the time and resources spent on conducting interviews for roles that may not necessitate them.

Furthermore, the cabinet's decision to create standard operating procedures (SOPs) for District Selection Committees (DSCs) is an important step in ensuring uniformity and consistency in recruitment practices across the state. “DSCs are functioning in all districts, and sometimes basic steps or procedures are overlooked. To ensure that does not happen, the cabinet has approved SOPs that will be followed by all DSCs,” he explained. Deputy Commissioners and concerned officials will receive special training to implement these SOPs, which will later extend to other recruitment boards such as medical, rural development, and police. This training is expected to enhance the competency of officials involved in the recruitment process, thereby improving overall governance and public service delivery.

The cabinet also approved amendments to the rules regarding the Identification, Registration, Safety, and Security of Migrant Workers. The Governor had made certain observations, prompting new provisions to be added for clarity. This includes a clearer definition of officers and the procedures for implementing this act. These changes are particularly significant in light of the increasing number of migrant workers in the state, as they aim to ensure better protection and rights for these individuals, who often face vulnerabilities in the labor market.

The revised rules now provide more clarity on which officials can conduct inspections, how these inspections will be carried out, and the powers officials have, including the ability to impose fines, imprisonment, and legal actions. This legal framework is intended to enhance accountability and ensure that the rights of migrant workers are upheld, fostering a safer and more secure working environment for them.

The first item on the agenda was an amendment in the Disaster Management Department, which now includes thunderstorms and strong winds, in addition to cyclones, as state/local disasters. Previously, officials categorized damaging strong winds as cyclones to meet disaster criteria. This amendment aims to provide clarity and improve the state’s preparedness for various weather-related emergencies. By recognizing thunderstorms and strong winds as disasters, the government can allocate resources more effectively and implement timely interventions to mitigate the impact of such events on communities.

On the fifth agenda, the Chief Minister announced the approval of the Flood Plain Zoning Rules 2026. The act related to these rules had already been passed, and these rules are necessary for its implementation. Flood plain zoning is a critical component of disaster management, as it helps in planning and regulating land use in flood-prone areas, minimizing risks to life and property.

Lastly, the cabinet approved the creation of a land bank in Mawkyrwat. Sangma noted that when the district was formed about 11 or 12 years ago, funds were allocated to create a land bank for administrative purposes. While some districts utilized the funds, others did not. “Approximately a year ago, we cleared the land bank for Mawkyrwat. Today, we have finalized the land bank in Mawkyrwat based on procedures followed at the Deputy Commissioner’s level, including expressions of interest and site visits,” he said. This initiative is aimed at ensuring that the district has adequate land available for future administrative and development needs.

About 15 acres of land at Mawten, located approximately 6 km from the district headquarters, has been finalized for the land bank for district administration in Mawkyrwat, costing Rs 2.19 crore, with the funds already available with the Deputy Commissioner. The establishment of a land bank is seen as a proactive measure to facilitate future growth and development in the region, enabling the government to respond swiftly to administrative needs and infrastructure projects.

Overall, the cabinet's decisions reflect an effort to enhance governance, streamline processes, and improve the welfare of citizens, particularly vulnerable populations such as migrant workers. The changes to the job recruitment process aim to make it more efficient and equitable, while the amendments to the Migrant Workers Rules seek to provide better protections for a demographic that plays a crucial role in the state's economy.
