Legal Training for Village Leaders Enhances Community Justice Access

Itanagar, India Aug 24, 2026 ALN: The Leparada District Legal Services Authority (DLSA), in collaboration with the district administration, organized a legal orientation-cum-training for 63 gaon bura/buris at Karko Heritage on Friday. This initiative is part of a broader effort to enhance legal literacy and access to justice within rural communities, particularly those governed by traditional systems of governance.

The role of gaon bura/buris, or village heads, is pivotal in many rural areas of India, where they act as the first point of contact for legal and social matters. Their position allows them to mediate disputes, provide guidance on legal issues, and facilitate communication between community members and formal legal institutions. However, many gaon bura/buris may lack formal legal training or understanding of the laws that govern their communities. This training aims to bridge that gap.

The training covered a range of important legal and social issues relevant to grassroots levels, including the duties and responsibilities of gaon bura/buris, the Victim Compensation Scheme, the Assam Frontier (Administration of Justice) Regulation, 1945, the Prohibition of Child Marriage Act, laws relating to domestic violence, and the Civil Courts Act, 2021, among other relevant legal provisions. By equipping these leaders with knowledge about such laws, the DLSA aims to empower them to act more effectively in their roles.

Conducted with the objective of equipping participants with a better understanding of applicable laws and procedures, the training aimed to enable them to effectively discharge their traditional responsibilities while promoting lawful dispute resolution, protecting vulnerable individuals, and connecting community members with appropriate legal assistance and institutional mechanisms. The need for such training is underscored by the fact that many legal issues, particularly those related to domestic violence and child marriage, often go unreported in rural areas due to lack of awareness or fear of social stigma.

A panel of experienced resource persons facilitated the training on various legal subjects. District and Sessions Judge-cum-DLSA Chairperson Jaweplu Chai spoke on key aspects of law and the role of gaon bura/buris in promoting legal awareness and access to justice at the village level. Her insights were crucial in highlighting the importance of these leaders in fostering a culture of legal compliance and awareness within their communities.

During the interaction, ADC Tamo Riba highlighted the importance of coordination between traditional village institutions and the district administration in addressing community issues and ensuring the effective implementation of laws and government initiatives. This collaboration is essential, as it helps to create a more cohesive approach to governance, where traditional leaders and formal authorities work together to improve the lives of community members.

Other resource persons included West Siang District Chief Judicial Magistrate-cum-Civil Judge (Senior Division) Utumso Boo, DLSA panel advocate Mijum Doke, and Chief Legal Aid Defence Counsel Ito Riram. They provided practical insights into relevant legal provisions and discussed the role of village-level functionaries in preventing social and legal problems, assisting victims and vulnerable persons, and facilitating access to legal services. Their combined expertise offered participants a comprehensive understanding of the legal landscape and the tools available for addressing community challenges.

Particular emphasis was placed on issues concerning child marriage and domestic violence, with participants being sensitized to the legal consequences of such practices and the importance of timely intervention and reporting. Child marriage remains a significant issue in many parts of India, often leading to long-term social and health consequences for young girls. By addressing this issue directly in the training, the DLSA aims to empower gaon bura/buris to take a stand against such practices and advocate for the rights of children in their communities.

Participants were also oriented on victim compensation mechanisms and the availability of free legal aid and assistance for eligible individuals. Understanding these resources is vital for ensuring that victims of crime or injustice can seek redress and support without facing financial barriers. This aspect of the training highlights the DLSA's commitment to ensuring that justice is accessible to all, particularly those who may be most vulnerable.

The interaction provided an opportunity for participants to clarify their concerns and seek guidance on legal issues commonly encountered at the grassroots level.
