Cabinet Approves ₹10,998 Crore Project for Varanasi Link Corridor

Shillong, India Jul 15, 2026 ALN: The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, has approved the development of a 43.218 km link corridor connecting NH-31 and the Varanasi Ring Road along the River Varuna. This initiative aims to decongest Varanasi city in Uttar Pradesh, with a total investment of ₹10,998.32 crore.

The project will feature a 6/4-lane predominantly elevated corridor, which includes the main carriageway, flyovers, loops, ramps, and service roads. The National Highways Authority of India (NHAI) will implement the project under the Hybrid Annuity Model (HAM). This model is designed to encourage private sector participation in infrastructure development while maintaining a balance between public and private interests. The HAM allows for a combination of public funding and private management, which can lead to more efficient project execution and better maintenance outcomes.

The investment comprises a civil construction cost of ₹4,565.33 crore and a land acquisition cost of ₹934.91 crore.
