Jammu and Kashmir Sees 6.83% Electricity Tariff Hike Effective September 1

Srinagar, India Aug 22, 2026 ALN: Electricity consumers across Jammu and Kashmir will face higher power bills from September 1 after the Joint Electricity Regulatory Commission (JERC) approved an average 6.83 percent increase in the retail supply tariff for the financial year 2026-27. This decision is part of a broader trend observable in many regions of India, where rising costs of electricity generation, transmission, and distribution have led to increased tariffs.

The revised tariff has been approved through JERC Order No. 06 of 2026 dated August 20 and will remain applicable to electricity consumption from September 1, 2026, to March 31, 2027. This period will cover the peak electricity consumption months in the region, which typically see higher demand due to seasonal factors such as increased heating needs in winter.

For metered domestic consumers, the energy charge has been fixed at Rs 2.45 per unit for consumption up to 200 units per month, Rs 4.20 per unit for 201-400 units, and Rs 4.60 per unit for consumption above 400 units. The fixed charge has also been increased to Rs 10 per kW per month. This structure indicates a tiered pricing model that aims to encourage energy conservation among consumers, as higher consumption will result in significantly higher rates.

Under the previous tariff, domestic rates were Rs 2.30, Rs 4, and Rs 4.35 per unit respectively. This means the energy component has increased by around 5 to 6.5 percent depending on the consumption slab, while the fixed charge has risen by 25 percent. Such increases can have a substantial impact on household budgets, particularly for families that rely heavily on electricity for heating, cooking, and other essential activities.

In a move to protect the most vulnerable segments of the population, Below Poverty Line (BPL) consumers have been shielded from the tariff revision. Those consuming up to 30 units per month will continue to pay Rs 1.40 per unit with a fixed charge of Rs 5. This decision reflects an effort by the J&K government to ensure that basic electricity needs remain affordable for low-income households, which is vital for their daily living and wellbeing.

Agricultural consumers will continue to receive subsidized rates. Metered connections up to 20 HP will be charged Rs 1.05 per unit, while connections above 20 HP will attract Rs 6.30 per unit. Agriculture is a crucial sector in Jammu and Kashmir, where a significant portion of the population relies on farming for their livelihood. Maintaining affordable electricity rates for this sector is essential for ensuring food security and supporting the local economy.

Commercial consumers will also face higher rates, with single-phase consumers paying Rs 3.75 per unit up to 200 units and Rs 5.70 above 200 units, while three-phase consumers will pay Rs 6.15 per kVAh. The JERC has approved an Aggregate Revenue Requirement of Rs 5,095.82 crore for Jammu Power Distribution Company Limited (JPDCL) and Rs 5,179.90 crore for Kashmir Power Distribution Company Limited (KPDCL). This requirement reflects the costs associated with electricity generation and distribution, including maintenance of infrastructure and payment for power purchase agreements. The Commission has also factored in Rs 2,420.78 crore in tariff-related subsidy support committed by the J&K Government, which indicates the government's ongoing commitment to support electricity consumers through financial assistance.

The revised tariff will come into force from September 1, with the actual impact on individual bills depending on consumption, consumer category, and sanctioned load. This means that while the average increase is 6.83 percent, the actual increase for individual consumers may vary widely based on their usage patterns.
