Assam Cabinet Approves Rs 50,000 Crore Investment for Vision 2047 Projects

Dispur, India Aug 30, 2026 ALN: Assam will roll out its Rs 50,000-crore “Vision 2047” capital investment package from 2027-28, with projects under the ambitious plan scheduled to be completed over seven years, Chief Minister Himanta Biswa Sarma announced on Sunday.

“The Assam Cabinet has approved a Rs 50,000-crore package to boost various capital-intensive projects across the state. The funds will be mobilised through the state's own resources, with additional support expected from NABARD and various Central government schemes,” Chief Minister Sarma told the press at a post-cabinet briefing at Lok Sewa Bhawan.

The capital-intensive projects, which will start in 2027-28, will take seven years for completion, he added.

The package will focus on strengthening key social and physical infrastructure, including primary healthcare facilities, schools, anganwadi centres, housing for tea garden workers, roads, and power networks.

It will also provide for women's markets and hostels, strengthening industrial estates and anti-flood embankments across different parts of the state.

The investment package, first announced by Sarma during his Independence Day address on August 15, will be funded through a combination of NABARD loans, the state’s own resources, and assistance expected under various Central government schemes.

“Over the next seven years, we will take Rs 30,000 crore from NABARD and the state government will invest Rs 20,000 crore from its enhanced revenue collection, totalling Rs 50,000 crore for the development of Assam,” he said.

Among the proposed initiatives, the government plans to set up two women-led markets in every Assembly constituency, construct roads under the Asom Mala scheme, build a stadium in every district, and an auditorium in each constituency.

Sarma also mentioned that nearly 1,000 schools would receive Rs 7 crore each for infrastructure development, while 6,000 new anganwadi centres are proposed to be developed under the package.

The government also plans to provide Rs 1.5 lakh to each eligible tea garden worker family for the construction of a cemented pucca house.

The Chief Minister stated that the Cabinet had discussed the modalities for implementing the package and had now worked out the funding arrangement to ensure the projects are executed over the proposed seven-year period.

Other key decisions announced after the Assam Cabinet meeting:

• Solar project: The Cabinet approved a 30 MW solar power project with 25 MW of battery energy storage capacity in Goalpara. Around 500 bighas of land have been allocated for the project.

• Industrial estates: The Cabinet allocated 1,174 bighas of land at various locations for the establishment of industrial estates. The land will be handed over to the Assam Industrial Development Corporation (AIDC).

• Milk processing centre: Around 27 bighas of land in the Dhemaji Revenue Circle have been transferred to the Veterinary Department for setting up a milk processing centre.

• Gauhati University infrastructure: The Cabinet approved Rs 109 crore for the first phase of infrastructure development at Gauhati University. The projects include academic and hostel buildings, staff quarters, and the modernisation of the Birinchi Kumar Barua Auditorium.

• Additional GU funding: The government may provide a further Rs 140 crore for infrastructure development at Gauhati University, subject to the satisfactory implementation of the first-phase projects.

• Petroleum business rules: As part of its ease-of-doing-business reforms, the Cabinet withdrew the requirement for a separate state government trade licence for petroleum-related establishments, including petrol depots and LPG facilities.

• Railway overbridge: The Cabinet approved Rs 155 crore for the construction of a road overbridge near the railway station between Kheroni Chariali and NH-27, aimed at easing traffic congestion in Lanka.

• Vehicle scrapping: The Cabinet granted industrial status to the vehicle-scrapping business to streamline the disposal of old government vehicles. The decision currently applies only to government vehicles and not private ones.
