Governor Kavinder Gupta Launches 10-Day Initiative for Universities' 100-Day Roadmap

Shimla, India Aug 25, 2026 ALN: Shimla: Himachal Pradesh Governor and Chancellor Kavinder Gupta has announced the formation of the Chancellor’s Inter-University Viksit Bharat-2047 Council/Task Force. This initiative aims to unify universities across the state and enhance collaborative efforts towards the vision of Viksit Bharat@2047, a long-term development plan that aspires to transform India into a developed nation by the centenary of its independence.

The announcement was made during a meeting with Vice-Chancellors of various universities at Lok Bhavan, Shimla. This gathering emphasized the importance of strategic planning and collaboration in achieving educational and developmental goals. The Governor directed all universities to develop a 100-day roadmap within 10 days, focusing on innovation, best practices, research, skill development, and initiatives that can contribute to the development of Himachal Pradesh and the nation. This directive underscores the urgency and importance of immediate action in the higher education sector.

Gupta emphasized that the vision of Viksit Bharat@2047 extends beyond mere economic growth, encompassing leadership in knowledge, innovation, skills, self-reliance, social harmony, and human values. This holistic approach aims to foster an environment where education not only promotes academic excellence but also nurtures responsible citizens who contribute positively to society.

Highlighting the importance of student involvement, the Governor called for active participation from young people in the activities of the Council/Task Force. Engaging students in this process is crucial, as they represent the future workforce and leaders of the country. He also urged universities to collaborate with higher educational institutions in neighboring states to learn from successful models and adopt suitable practices for Himachal Pradesh. This cross-border collaboration is intended to foster a culture of shared learning and collective progress.

The Council/Task Force will convene quarterly meetings, rotating among different universities. The Governor stressed that this mechanism should be action-oriented, with regular reviews of its progress. This structured approach aims to ensure accountability and sustained momentum in implementing the roadmap and achieving the set objectives.

Focus on Agriculture, Research, and Industry Collaboration

In his address, Gupta urged agricultural and horticultural universities to enhance research that directly benefits farmers. Agriculture remains a cornerstone of Himachal Pradesh's economy, and advancements in agricultural research can significantly improve productivity and livelihoods. He called for the establishment of quality nurseries and the availability of improved seeds and medicinal plants, linking research outcomes to rural livelihoods. This initiative aims to bridge the gap between academic research and practical applications in the agricultural sector.

He also highlighted the need for greater practical exposure for students through educational tours, interactions with industry experts, inter-university sports activities, organized tourism initiatives, and industry-linked training programs. The Governor called for stronger cooperation between universities and the private sector to promote entrepreneurship, employment-oriented skills, research, and innovation. Universities Asked to Combat Drug Abuse

Expressing concern over drug abuse among youth, Gupta urged universities to actively participate in the Nasha Mukt Bharat campaign. This initiative aims to create a drug-free India by raising awareness and promoting healthy lifestyles among young people. He called for increased emphasis on awareness programs, counseling, sports, fitness, cultural activities, and other forms of positive youth engagement. By providing constructive outlets for students, universities can play a crucial role in combating substance abuse.

He suggested that universities implement a drug-free pledge across all faculties, promoting a culture of responsibility and wellness. Such initiatives can empower students to make informed choices and foster a supportive campus environment.

Gupta stated that competition among universities should be complemented by cooperation. If an institution develops effective teaching methodologies, achieves breakthroughs in research, or introduces innovative practices, the benefits should be shared with other universities and students. This collaborative spirit is vital for enhancing the overall quality of education and research in the state.

He advocated for institutionalizing the sharing of best practices, research outcomes, and innovations across the higher education system. By creating platforms for knowledge exchange, universities can collectively elevate their standards and contribute to the national goal of developing a skilled and knowledgeable workforce.

HPU Named Coordinating University

The Governor designated Himachal Pradesh University, Shimla, as the coordinating university for the Council/Task Force. This institution will facilitate the functioning of the mechanism and coordination among universities. By serving as the central hub for collaboration, HPU is positioned to lead initiatives that align with the broader goals of the Viksit Bharat@2047 vision.

This initiative aims to create a structured platform for collaboration in research, innovation, academic reforms, and sharing of best practices, bringing together universities, government, industry, experts, and students for coordinated action. The collective efforts of all stakeholders are essential in driving the educational reforms needed to meet the challenges of the future.

The meeting also saw the release of the first edition of Lok Bhavan’s magazine, which is expected to serve as a medium for disseminating information and promoting the achievements and initiatives of the state’s educational institutions. This publication can play a crucial role in fostering a sense of community and shared purpose among universities in Himachal Pradesh.
